Change colors from WP dashboard

I am setting up a site in LAN before deploying. I installed Rookie and SportPress free version. In my first try I found in the dashboard an option to change color scheme: basically I changed from green to orange the widget bars and the font. Unfortunately I had to recreate from scratch the virtual machine and in my second try I can not find this option in the dashboard.

Did I dream of it in my first time or where is it hidden?
