Change cyrillic filename

Hello!
I noticed the following error.
When I upload some files with cyrilic names – it’s change to dh-abracadabra.
So my filename “лого белый.png” will be “dhdhdhdhdhdhudhndh.png”
or “мещеряков владимир николаевич.pdf” will be “dhdhundhunndhdhdhdhdhdhdhdhdhdhndhdhdhdhdhdhdhudhdhn.pdf”

I turned off all plugins but it’s not help

Also I install new wordpress site – the same problem appears
