Change Header Info

I figured out how to lower the header, but now I need to figure out how to bring the navigation bar to the bottom of the header space. I also need to know how to lower the Header title ‘The Competent Conservative”

Please help! I’ve done it before, a long time ago, but I think some things have changed or I have forgotten. Thanks in advance!
