change not being reflected in the blog

I have done some modification in the style.css locally (on local host wordpress). The desired change is reflected at local host. Same modification i did via wordpress native text editor, the change is not happening. I have also tried uploading the modified style and custom_stylesheet too via ftp.

Kindly help as this is very frustrating. I am a newbie and learning how to blog. My blog is located at techtoll.in and i am using elmin theme.

I modified the blockquote code in css so that blockquote becomes visible somewhere below date.
