Change profile picture in account page

I have been looking through all the stuff I can to see if I can find a way to create the ability to change your profile image in the account page. Right now when you go to account general, you can change username, first name, last name, email, and it has the tabs on the left with the users profile image, and name above the tabs with a url for ‘view profile’. I want to change ‘view profile’ to be ‘change profile’ and to enable the user to change their profile there. Does anyone have any ideas?
