Change server and problem

I change server and i have problem

Not work all function in ADD new Enties (sorry i don’t know what name is in english becouse i ude my langueges)

– I can’t change time on write post
– change public/private
– add here new category
– add tags

– standard if you wtite title post below you see url and you can edit
i dont see this

php on server 4.3.9
where is problem ?
i think that problem is with this serwer – new instalation not work to
maybe somethig is off on serwer ?
