its possible to write a function to put an extra text link in the product block, or to change the url and possibly the text of the add-to-cart button. The filters don’t allow removal of the current product link. It looks like this will not be sufficient for your requirements.

If so, you would have to make a new page template, starting with the existing and editing it to suit. This page:

explains the directory structure to use to avoid the custom template being overridden by WooCommerce updates. PHP skills and some time will be needed. Its not very practical to do it via a forum answer. Essentially its a development project: https://jobs.wordpress.net/
