I am using “Local” to create my site on WOrdPress.
I’m assuming you mean the software from LocalWP.com.
If this is correct, then the WordPress site may actually be currently “hosted” on your personal computer. So this may not just be a name change: you may have to…
1) Purchase a domain name (if you don’t have one already),
2) Purchase a website hosting service (if you don’t have one already),
3) And then MOVE your site over to the host’s servers.
WPEngine and Flywheel, makers of the “Local” software, both offer the kind of WordPress hosting service you need with automatic migration from Local. But there are a whole lot of other providers out there… and a few are officially recommended here: https://www.ads-software.com/hosting/
On the other hand, if you’ve got all that sorted already and you simply want to change your WordPress Site Title, then find that at SETTINGS => GENERAL in your WordPress dashboard and change it.
