change submenu hover options.

I have just decided to add submenus for “Projects” on my blog. However; the submenu titles only show up when they are hovered. I want the list of submenus to be visible with the hover just highlighting them. Can someone quickly tell me the code for the CSS editor. I know it is something simple, but my brain must be tired right now.
