Change text on order page concerning shipping

I have limited shipping to certain states near me (I ship a product that needs to stay frozen)

On the check out page I want to change the message that Woo adds that says, essentially, “There is no shipping available…..”

Is there a way to do this? Also, why is this so complicated in Woo? Couldn’t they just pull text in from a separate, editable file?
