Change the background color on the navi bar

I cannot change the background color from white to the darker blue that was showing in the preview of Blue Planet Theme. It does have a hover color and that works but you cannot see what the other pages are because the font color is white. I have tried custom CSS manager and that did not work. Please help. Thank you.
