Change the order of pictures but won't save

New user. After uploading pictures to a new album, I am trying to change the order. I have tried using the “up” and “down” buttons as well as dragging and dropping, but each time they go back to where they started after I click Update. I’ve tried doing it one at time, and the same thing happens. Any ideas?
