Changed time zone and website changed to an earlier time; stopped publishing up

Seems like all I did was changed time zone from UTC to “Chicago” and all hell broke loose. Website changed to an earlier look AND it will not let me publish changes.
Error: “Looks like something’s gone wrong. Wait a couple seconds, and then try again.”
Error:”The previous set of changes has already been published. Please try saving your current set of changes again.”
