changes to the theme dont take effect

    hello everyone, im looking for some help because this is just driving me crazy. I had a problem uploading anything through my wordpress cpanel so i used an ftp program and it uploaded the thene just fine. the problem im having is that after i activate the theme none of that changes that i make to it take effect. i thought it might of been the new theme but im pretty sure its not because the same thing happens when i try to change anything to any other theme. im not sure if its helpful but when i was trying to upload it through wordpress dashboard it kept giving the error message “the uploaded file could not be moved to” but that problem was a whole other headache. Any help to this problem would be really much appreciated.

    Try:
    -clearing cache in your browser before viewing the updated page? To clear cache in your browser, press clrl+f5 keys simultaneously. Try different computer; different browser.

    -deactivating ALL plugins temporarily to narrow down and possibly fix the problem . If the problem goes away, activate them individually to find the culprit?

    -switching to the default theme (Twenty Ten) for a moment by renaming your current theme’s folder in wp-content/themes. The idea is to force WordPress to fall back to the default theme to rule out any theme-specific issue?

    -if that does not resolve the issue, try increasing memory available for php.

    viewing my website in a different browser seemed to have done the trick but it took it a few minutes for the changes to take effect. any idea why that might be? thanks again!
