Changing inner border colours

Hey guys
I need to change the small 1px borders that are currently #e0e0e0 and solid, to dashed and #238abe. However, I’ve changed literally every instance of “#e0e0e0” in my style.css and it hasn’t changed it on the site. The border I mean is the one around pretty much everything inside the blue dotted border that currently exists.
