Changing theme’s language without changing WP interface language

  • Hello!

    I am trying to find out how to change my blog theme’s language, without changing the default language of WP interface.

    It seems to be explained here:
    https://en.support.wordpress.com/language-settings/
    but I don’t have the item “language” under Settings > General as they show on the picture?
    I have the WP version 3.0.

    Can someone help me?
