• I have a news site, running a classic theme. I have several sections, each with a navigation menu. Aside from the homepage nav menu, I want to have each section nav use the same section menu.

For instance, the “Home” nav menu would list the “Chicago” page. The “Chicago” page (and every other section page would use the same menu: “Section Menu.” The “Section Menu” would include the same menu items – “News” and “Sports” but the links would vary according to the page. For instance, the “Section Menu” on the Chicago page would link to mysite/chicago-news, whiile the New York “Section Menu” would point to mysite/ny-news.

Because the “Section Menu” menu has the same look no matter the location, is there a way to avoid creating dozens of menus for all cities available?

    running a classic theme

FYI: there is note at the top of that theme’s page which reads "This theme hasn’t been updated in over 2 years. It may no longer be maintained or supported and may have compatibility issues when used with more recent versions of WordPress."

My recommendation would be to find a theme that is maintained or supported by its developers.

Currently there are over ten thousand themes to choose from

Perhaps OP meant a classic theme (as opposed to a block/FSE theme), and not necessarily the Classic theme (ie the theme named “Classic”)?
