Changing upload size? php.ini adjustments not working?

Hello! So I’m trying to currently upload a new theme onto a new website i’m building. It’s a good base and I’d like to use cherryframework but it’s too big apparently because the max file size for uploading is stuck on 2MB. I’ve found the php.ini file and adjusted the sizes of both post and upload and it has had 0 effect on the site. It still thinks 2 is the max.

I did some searching and people were saying that it might be the host but that’s not my problem as I am the host. I should have no upload limit whatsoever yet wordpress apparently thinks I need one! ha.

Any ideas of what else to try would be fantastic.
