Changing Url with date queries

Hello, My current permalink structure is
example.com/postnameI want to add a variable in the URL by
example.com/postname?date&time
the URL will change every day according to date and if someone clicks on the old URL with a different variable it should redirect them into the new variable.Can you tell you tell us how can we do it with our site?
Because there are various ways starting from javascript to htaccess. Can you please tell us the exact way if it’s possible via your plugin or htaccess.
