“&” character is blocking on new versions of woocommerce

Did u really test with same url on latest version? Or did u fix on v3.4.4? It wasnt working on 3.4.3 and working on 3.3.5

Yes, the affiliate link works with ampersands (&) and it works on the most recent version. Although you’ve mentioned you’ve conflict tested, I see in the Status report that the theme active at the time has several templates overrides and there is a caching plugin that could cause issues.

I’d also recommend you to review the .htaccess file for redirects, try again switching back to a default theme like Twenty Seventeen and disable all plugins except for WooCommerce again afterward to see if this resolves the issue.

If you click on “Buy Product” for this External/Affiliate product, are you taken to a URL that contains an ampersand (&) if not multiple?

You’ll see here the ampersands added to the Product URL: https://cld.wthms.co/uFlEcs

That said, there could be something in your site’s .htcaccess that is causing this to fail. You may want to contact your host for help with help finding the cause as it’s not an issue with WooCommerce.
