Charge Fee to List Coupon

I would like to charge users a listing fee for coupons, is there a way to do this or an integration with an existing billing/membership plugin?

Ideally I’d like the flexibility to bill monthly (recurring etc.) based on the number of coupons associated to a specific Vendor or Category.
