"cheatin' uh" message

I have been trying to install a plugin for wordpress and I’ve had one problem after the other:
I have tried to visit the /wp-admin/plugins.php page, but I get the message “cheatin’ uh”. Upon Googling, it seems other people have had this message:

I am definately an administrator of the site and it’s definately www.ads-software.com NOT wordpress.com
The reason I’m attempting to go through the plugins.php page is becqause I have the case of the missing “plugins” button from the admin bar.
According to the linked thread, the generic troubleshooting steps are:
1. – deactivating all plugins to see if this resolves the
problem…
I can’t do that since I can’t access the plugins page2. – switching to the Twenty Eleven theme to rule out any theme-specific problems.
I am currently using Custom Community theme, version 1.8.2.3. – resetting the plugins folder by FTP or PhpMyAdmin.
Again, I can’t access the plugins.Any suggestions? I have FTP access but no access to Hostgator. I would appreciate any help even just in understanding why I get this message, how to make the message screw off, or how to make my “plugins” button appear.
