I understand that you want to customize the checkout process on your site by asking your users to log in to their accounts or registering an account first (if they don’t have one) prior to finishing the whole checkout process, is that correct?

What you see on this screen is the expected and default behavior of the checkout process. Customizing the process like on this screenshot would require a third-party plugin or a custom code in order to achieve this.
