Checkout is nog available

Once I put an order in my store and I hit pay, the following message appears:
Checkout is not available while your basket is empty.
Your basket is currently empty.

The confirmation comes just inside, so all is well only this message is not correct.
This is done by payment method: bank transfer.
Payment via paypall payment comes after the visitor back to the order page.

The webshop is The Dutch language.

Dan someone help me?
