checkout page: disable region dropdowns

My client has noted a number of problems on the checkout page, all with quite a specific cause.
When entering billing / checkout details, if the country is US, and thus the ‘region’ drop down appears and you choose your region, when you hit purchase, instead of re-directing to sage page your greeted with a page full of code instead.
Quite odd as this only happens if a country with regions is selected.
Thus is is possible to disable the region selectors in anyway?
