checkout page tax calculation issue in new version of woocommerce (2.1.6)

    In new version of woocommerce (2.1.6), zero tax value dispalyed in checkout page.

    I using below settings:

    > Tax Options :
    Enable Taxes
    Prices Entered With Tax = No, I will enter prices exclusive of tax
    Calculate Tax Based On = Customer billing address
    Default Customer Address = No address
    Shipping Tax Class = Standard
    Display prices during cart/checkout = Including tax

    > Standard Options :
    Country Code = US
    Rate = 3%

    In last version of woocommerce when a registered user (with US address) clicks on “Proceed to Checkout” button in Cart page, the tax value of checkout will be displayed in side of the Order Total.

    But in new version we must refresh tax calculation (e.g. with change the “State / County”) to achieve the above-mentioned effect.
    Otherwise zero tax value displayed in side of the Order Total by default.
