checkout possible without accepting checkboxes

Hey guys,
I have a single checkout page at https://reform-der-grundsteuer.de/produkte/grundsteuererklaerung-unbebautes-grundstueck/ and it should be only possible to pay when the user accepted the data privacy and terms and condition checkbox.
All payment methods are connected with stripe, for PayPal I use WooCommerce PayPal Payments.
When I choose ?Paypal“ as payment method, I can click at the Checkout button without accepting the checkboxes.
How can I fix that?
