I checked your site and verified that the State / Country field on your Checkout page is optional.

By default, this is a required field as you can see on my test site here:

You need to find if you have any custom code or third-party plugin which causes this issue.

Meanwhiel, I’d like to understand your site properly, can you please share your System Status Report, that will help us further troubleshoot.

You can find it via WooCommerce > Status. Select Get system report and then Copy for support. Once you’ve done that, you can paste it into your reply here.
