Checkout validation doesn’t put the VAT on 0%

When I login as an existing user with a valid VAT number, and I go to the cart page, the VAT is still included. This is normal off course.
When I proceed to the checkout page the billing information is already filled in, and when I scroll down I see the order total reloading. However, after reloading, it still shows VAT.
When I add a space to the VAT number, remove it again, and scroll down, I see the order total reloading again, and now the VAT is removed.
Tested on Chrome, FireFox and Edge.
