Child theme style.css not loading

I’ve just started using Byblos and having trouble getting my style.css to load. I followed the directions in this post https://www.ads-software.com/support/topic/footer-powered-by-smart-cat-1?replies=6&view=all#post-6664776 to no avail.
Here’s the staging site https://toshireagon.com/trwp/ and the specific CSS change I am looking for is `h2.site-title {
