City-based condition doesn’t work

    Hi. I try to configure this condition:

    • IF billing city IS not X THEN disable COD gateway

    I configure a list of 10 cities for the same condition, and almost ONE of rule to hide the gateway, but that payment gateway is always hide in checkout.
