Clean install – Navigation showing bullets, X and hamburger

Good afternoon, I am more a network guy and haven’t used WP in a while so this whole new admin look/setup is quite different. So I have a clean install of 6.1, and all the theme’s I apply, the navigation in the preview looks perfect, however in the browser looks broken.

So this is not a theme or plugin as all plugins are disabled and this is even using the built in 2023 template so I am just not sure how to start debugging this simple step 1!
