Cleaning non-ASCII characters from RSS

Every now and then RSS feeds from various WordPress sites I manage will mysteriously break. Sleuthing down the issue will reveal that someone has pasted in a sometimes-invisible non-ASCII character, usually a non-friendly token from Microsoft Word.
I’ve looked at some possible solutions like this:

I wonder if anyone has stumbled upon a turnkey solution to solve this annoying issue.
