Clearly read instructions but not working with SB welcome

I clearly read the email and changed all the settings to work with SB welcome editor but it sends a blank email to the user for new user registration.
To me the admin receives it perfectly but to the user it doesn’t display the subject or content of the email.
Can you please advise
