Clickable and not clickable tags, how?

Hi guys,

First of all, sorry for my poor english… but I really need your help, so I will trying to explain myself ??

Here is what I′m looking for:
Some way to show only clickable tags when the tag is inserted in 2 or more posts. For example, when we have tags only in one post, she will not be clickable.
Got the idea?
I don’t know if exists any plugin or hack for this… Can someone help me, please? ??
