Clickable Icon/Image page creation plugin

    I am looking for a plugin that can:

    1. Create a page with neatly organized (in rows & columns) icons or images
    2. Icons will appear on page by adding a tag or choosing that page from the plugin admin
    3. Icons should be loaded from a specific folder
    4. Browser uploader capability: user can upload new icons by using the plugin browser uploader
    5. Possibility to add a link to each icon or image
    6. Link can be added to image by adding it in text box
    7. Possibility to make certain icon or image link to a page on the website by choosing from a list

    Does anyone know a plugin with these capabilities?

    Will solve the ordered icon display on a WordPress page with a separate template and image widgets
