Cloning replaces % with {randomcharacters}

When cloning a site, all % characters are replaced with a random string like: {95823BC63779F33C5DA2D9FF8E125EB352F94B876749372138440DD9667F6755}
This has occurred on cloning two separate sites to two separate new installations of WordPress 4.8.3. Are you able to help resolve this issue?
