    I inspected the popups on your site at the url above (https://hbd.su/). I think there are 4 or 5 popups activated on the page. Each one of them has an ‘X’ (close button) in the upper right hand corner. The ‘rasterized’ blue border that appears around the X occurs when the Close button is clicked on. It only appears for a second or two, and then the popup closes.

    Our plugin CSS styles a white border around the ‘X’ with a thickness of 0 pixels. In other words, our plugin is not the source of the border. It may be due to Contact Form 7 (the form plugin that is rendering the content inside the popup), or it could be due to your theme.
