    Selecting the close button first scrolls the pop up content to the next hyperlink. After this action, if the user scrolls back to the top, the close button will work. If a hyperlink is in the same window as the close button (i.e. no scrolling needed), the close button will work the first time, but the hyperlink still shows a hover color and is interacting with the close button. Observed behavior in latest version of Chrome and IE Edge using a Windows 10 PC. Please advise.
