Coding Question: ‘Add Media’ dialog

I am trying to add an HTML ‘select’ element to the dialog that pops up after clicking the ‘Add Media’ button when adding images to a post.

Normally there are two filter boxes on the ‘Media Library’ tab of that dialog to filter by item type or by date ( they default to: ‘All media items’ or ‘All dates’). I want to add a third filter box with my own custom list of items. I can see this page:

…it is oriented toward selecting from a taxonomy (I can’t get it to work) but I’m wanting to simply add a more generic ‘select’ element so that I’m not restricted to an existing taxonomy.
