Colapse wont work in theme

I’m trying to add the shortcode to a page template I made for my custom theme. I added

<?php echo do_shortcode(“[faq]”); ?>

into my template. When the shortcode was in a post rather than a template the expand worked perfectly. However, in the template the expand does not work.

I’m using mountain lion, and looking at the site through chrome and firefox.
