Collect billing details for PayPal transactions

I have checked all the checkboxes under Settings/Payment Gateways, but I’m unable to enable “collect billing details” for PayPal payments. It is working for Credit card payments and I see how I can add it for offline (but don’t need to). How can I make it appear for PayPal donations?

Here is the checkbox I am selecting on the Payment gateways page. I see mention of paypal multiple times and have tried checking each one alone and checking all of them. We are using PayPal standard and NVPAPI
This option enables the billing details section for PayPal which requires the donor to fill in their address to complete a donation. These fields are not required by PayPal to process the transaction.
