Column and Section Edit Buttons are Hidden

I can’t select the Column or Section settings because the settings buttons are hidden below another element on the page. I’m using a custom theme and the nav bar is over the main content area. This is the site structure:

section.header
nav.primary-nav
section.main
section.footer
section.secondary-footer

There is no z-index set for any element. The Elementor settings are within section.main. The first Elementor section settings are hidden under nav.primary-nav so that I can’t select those settings.

Is there a way to make sure those settings buttons are always on top?
