Comment E-Mail Verification and moderation

When someone posts a comment and does not verify their email address, the comment appears in the Pending area, looking just like other comments that may be there for some other reason.

Perhaps there should be a separate status, say “Unverified”, where comments sit before they go to moderation, because they may still require moderation later.

Once the email is verified, the comment can become Pending and the administrator/author notification be sent, if required.

If the email is not verified for , the comment should then be moved to either Spam or Trash (this could also be configurable, but maybe one makes more sense than the other?).
