I think you overlooked User Level 0. ??

Also, under Options > Writing, change Newly registered members to “Cannot write articles”.

Good, I have “Newly registered members cannot post” set. How long are members considered “Newly Registered?”

Unfortunately, User Level:0 is not always applicable.
I have Level:1 and Level:3 Users, that should fall to these constratints as well.

Just a guess, newly registered are those with user level 0.

As a “test” I guess I should create a User, set User level to 3, and see.
I really dont want anyone, regardless of their level , to post. Just comment.

I believe that by making comments to menu.php one can restrict permissions, to Commenting only (or other user permission modifications) per Skippy at this thread:
