comment option gone

    Good Morning All!
    Hope someone can help me on this
    I just upgraded to 3.1 this morning.

    I used to be able to check a box on each new page that said:

    “Allow people to post comments on new articles
    (These settings may be overridden for individual articles.”

    That check box has disappeared…anyone know where it went or it’s replacement.
    I can’t get the comment box to come off my static home page
