Comments error. Help, please!

Hey, I’m having some problems with the comments file. Everything’s fine but the comments form doesn’t appear when I click on the commenting link, in its place appears this message:

Parse error: syntax error, unexpected T_STRING in /home/summer/public_html/wordpress/wp-content/themes/spin/comments.php on line 23

I’ve been staring at that line hundreds of times and I can’t seem to find the problem. Here it is:

“><?php comment_type(__(‘Comment), __(‘Trackback’), __(‘Pingback’)); ?>
