Comments Not Displaying Newest to Oldest

I have a custom page that I use as a testimonials page and is the only location on our site that allows comments. It does not properly list comments from newest to oldest despite setting it as such. For example on page one I have comments descending from newest to oldest for late October. Then on page two I have comments descending from November to early October. Technically on each page they are descending newest to oldest, but I want the absolute newest comments on the first page, for example November on page one and October on the second. Is this possible?
