comments not working

I have read all the info on the support forum regarding comments not working and still I can’t get my comments to work. when I click on the “add a comment” tab at the bottom of my post nothing loads it just takes me to the top of the page.

this is a custom theme so I was thinking maybe a piece of code was missing, but even when I load the default theme (or any other for that matter) I still have the same problem.

anyone have any ideas on how to get this to work? I have spent days trying to figure this out, and it’s very frustrating. Would like to just work on the content…not the comments ??
