Comments off, despite being on

Hey all,
this is a topic covered extensively, I’ve read at least 10 of them, but none of them solved it for me.I have comments on. Yet under my posts it say comments are off. I’m using a theme I bought 4 days ago and am new to wordpress (yes, I’m self hosting) I recently moved from Blogger and imported site.
From what I gather it must be something overriding my overall post setting on individual posts.
Under Settings>discussion I have this ticked on: Allow people to post comments on new articles
Under Appearence>Editor – Comments (comment php) I see this which I guess is the culprit. Should I edit this in some way?
Another issue is that on the script page where I bought it from the developer has this written on one of the pages under an example of a comment section:
You may use these HTML tags and attributes:
<a href="" title=""> <abbr title=""> <acronym title=""> <b> <blockquote cite=""> <cite> <code> <del datetime=""> <em> <i> <q cite=""> <strike> <strong>
Is that what I should past into the php code somewhere?
He is not however interested in helping me, that’s why I post here. Has anyone experienced and solved this problem?
